4. (1)(b) (i) The Particulars of the Organization functions and duties
Uttar Pradesh Diversified Agriculture Support Project Coordination Unit (PCU) is registered under the Society Registration Act (1860). The Society conducts its functions as per the “Memorandum of Association” framed for the purpose.
Area of operation for the society has been designated as the whole of India.
Objectives - The PCU shall act as an independent and autonomous body to coordinate and monitor the implementation of the Uttar Pradesh Diversified Agriculture Support Project. The actual implementation of the Project shall be carried out by the line departments of the Government of U.P. and other executing agencies.
The objective of the U.P.D.A.S.P is to support the Government of U.P. in its efforts to promote sustainable agricultural growth with employment and poverty alleviation through the process of agricultural diversification in the State.
4. (1)(b) (ii) The Powers and Duties of its officers and employees
Post/ Role and Responsibility
Project coordinator - Overall responsibility of effective implementation and coordination of project activities
Technical Coordinator - Work in coordination with the Project Coordinator.
Technical Assistant – To Assist Technical Coordinator
General Manager Finance - Overall responsibility of management of financial management system of the project
Manager (Administration & Personnel) - Recruitment and deployment of staff; looking after human resources development and training especially of UPDASP staff
In addition to look after the day today administration and routine requirements of the office management
Senior Technical Expert (Agriculture) - Overall responsibility of ensuring timely completion of Activities related to the Agriculture Component
Technical Expert (Agriculture) – To assist Senior Technical Expert (Agriculture)
Senior Technical Expert (AH & Dairy) - Overall responsibility of ensuring timely completion of Activities related to the AH & Dairy Component
Technical Expert (AH & Dairy) – To assist Senior Technical Expert (AH & Dairy)
Senior Technical Expert (Horticulture & Food Processing) - Overall responsibility of ensuring timely completion of Activities related to the Horticulture & Food Processing Component.
Technical Expert (Horticulture & Food Processing) – To assist Senior Technical Expert (Horticulture & Food Processing)
Senior Technical Expert (Monitoring & Evaluation) - Coordinating with the independent monitoring & Evaluation agency for smooth functioning of external M&E system including timely execution of slated activities and submission of reports; coordination for preparation of progress reports for various authorities
Technical Expert (Participatory Management & Credit) - Overall responsibility of participatory management aspects including promoting participation of beneficiary - farmers at each stage of project cycle including planning, implementation, review, learning and control
Technical Expert (Fisheries) – Overall responsibility of ensuring timely completion of Activities related to the Fisheries Component
Manager (Planning & Analysis) – Discharging the responsibilities related to Planning & Analysis function
Dy. Manager (Procurement) - Discharging the responsibilities related to procurement of goods and services
Dy. Manager (System) - Overall responsibility of maintaining Management Information System of the project including updating reports from project implementation units.
4. (1)(b) (iii) Procedure followed in the decision making process, including channels of supervision and accountability

4. (1)(b) (iv) The norms set by the organization for the discharge of its functions
The norms set by the Society for the discharge of its functions are as per the “Memorandum of Association”.
4. (1)(b) (v) The rules, regulations, Instructions, manuals and records held by the organization or under it control or used by its employees for discharging its functions
The following are the general documents which are held by the Society for effective & efficient working of its operations.
1. Memorandum of Association.
2. Directions/Circulars of the UP Govt., Board of Directors from time to time.
3. Various circulars instructions issued by the PCU in the matter of disposal of its activities etc.
4. (1)(b) (vi) A statement of categories of the documents those are held by the company or under its control
As per the MOA the Society is expected to maintain proper books of accounts. All sums of money received and the source thereof, all sums of money expended by the PCU and the objective or purpose for which such sums are expended.
In addition the Society also maintains a record of proceedings of the board meeting at its office.
4. (1)(b) (vii) The particulars of any arrangement that exists for the consultation, with or representation by, the member of the public in relation to the formulation of its policy are implementation thereof
Members of public are not directly invited for formulation of policy initiatives. The initiatives being undertaken via the project are a result of Bottom Up planning, wherein the beneficiaries have a direct say.
4. (1)(b) (viii) Statement of board, committees and other bodies consisting two or more person constituted as its part are for the purpose of its advice, and as to whether meetings of the board, committees and other bodies are open to public, or the minutes of such meeting are accessible to the public
The Society has the following bodies: -
1. The Executive Committee
2. The Management Committee
3. Steering Committee
4. The General Body
The minutes of the meetings of these bodies are available to the public as per the provisions of the RTI Act 2005.
4. (1)(b) (ix) A directory of its officers and employees
The list of officers and Employees is under construction.
4. (1)(b) (x) The monthly remuneration received by each of its officers and employees including the system of compensation has provided in its regulations
The details of scale of pay of officers and staff is under construction.
4. (1) (b) (xi) The budget allocated to each of its agency, indicating the particular of allplans, proposed expenditure and reports on disbursement made
UPDASP prepares expenditure Budget every year. Expenditure incurred by UPDASP is governed by the Budget.
4. (1)(b) (xii) The manner of execution of subsidy, programmes including the amounts allocated and the details of the beneficiaries of such programmes
The objective of the U.P.D.A.S.P is to support the Government of U.P. in its efforts to promote sustainable agricultural growth with employment and poverty alleviation through the process of agricultural diversification in the State. In the context it is to state that the society operates via the line departments of the Government of Uttar Pradesh & other agencies.
The Details of the beneficiary list of the project is available with the PCU. As it is voluminous the requisite information is available on demand as per the provisions of the RTI Act 2055.

The Society maintains the core information for the citizens on its website. The public can also approach the PIO whose address is available on the website.
